arrow cross light

The arrow cross light is also used to indicate a “permissive” turn, meaning that vehicles are permitted to turn in a specific direction but must yield to other traffic or pedestrians. For example, an arrow pointing to the right would indicate that vehicles in the right lane are permitted to turn right after yielding to pedestrians and other traffic.
